On 18 December 2017 Mexico’s President Peña Nieto signed a decree creating two more of the so-called special economic zones (ZEEs), one in Salina Cruz, in the southern state of Oaxaca, and another in Progreso, in the eastern state of Yucatán. This takes the number of officially decreed ZEEs to five, of the seven that the current Partido Revolucionario Institucional (PRI) federal government planned to establish before its six-year terms ends in December 2018.
