Cuba: In a press release issued on 23 January the US Department of State announced that, in line with a 16 June 2017 National Security Presidential Memorandum “Strengthening the Policy of the US Toward Cuba”, the Department of State is “convening a Cuba Internet Task Force” composed of US government and non-governmental representatives to promote the free and unregulated flow of information in Cuba. According to the US Department of State press release, the task force – which is due to hold its first public meeting on 7 February - will examine the technological challenges and opportunities for expanding internet access and independent media in Cuba. The Cuban government issued an angry response. The government’s mouthpiece, Granma, it said that the task force is “aimed at subverting Cuba’s internal order”, maintaining that in “the past phrases like promoting ‘freedom of speech’ and ‘expanding access to the internet in Cuba’” have been used by the US as a pretext for schemes to destabilise the country using new technologies.
