On his first official visit to Colombia on 13-14 January UN secretary-general António Guterres called on the government of President Juan Manuel Santos and the Ejército de Liberación Nacional (ELN) guerrilla movement to resume their interrupted peace talks. The government had suspended the talks after the 100-day cease-fire expired on 9 January and ELN guerrillas resumed military operations with a series of attacks. Reaching a settlement with the ELN ahead of this year’s elections (congressional elections are due on 11 March, followed by presidential polls on 27 May) will be difficult.
