PARAGUAY: Opposition forces Lugo's hand

Paraguay's foreign minister always looked like he was on borrowed time and so it proved. President Fernando Lugo replaced Héctor Lacognata with his deputy at the foreign ministry, Jorge Lara Castro, last week. Lacognata's departure was a victory for the opposition which had been calling for his head since it emerged that he was receiving a double salary, supplementing his ministerial income with a hefty sum from a sinecure as an adviser to the administration council of the bi-national hydroelectric dam Itaipú, in contravention of the constitution. The change coincides with some fascinating revelations in a series of cables from the US embassy in Asunción , just released by Wikileaks.
