BRAZIL: Lax laws turn Brazil into a haven for terrorist groups

Brazil's lax laws have turned the country into a haven for Arabic terrorist groups, an investigative report by the conservative current affairs magazine Veja suggests. In a nine-page report, due to be published this week, the magazine lists several cases in which Brazilian authorities failed to condemn alleged terrorists operating in the country because of the Brazilian government's failure to introduce laws specifically punishing terrorism.
