BRAZIL: Sarney takes control of senate ethics council


The president of Brazil's senate, Senator José Sarney, has managed to fill up the upper house's recently resurrected ethics council with allies. The council should regulate the prerogatives of senators and promote constitutional order, but in recent years it has become a sort of friends' club employed to protect senators accused of involvement in corruption - Sarney included. As such, the council's new composition signals senators are not concerned about recovering public credibility - and the situation is similar in the lower chamber of congress, which is likely to dismiss allegations against Deputy Jacqueline Roriz.
