There was a rush to pass important bills over the last week as Mexico's congress wound down ahead of a five-month recess. The final week of sessions, ahead of a presidential election year, saw some important but uncontroversial bills hastily approved while other perhaps equally important but more politically controversial ones were consciously relegated to the next period. The way in which the different initiatives were handled caused discontent among political parties and interest groups that provide further evidence that 2012 will be a year of ruthless political battle.
