Mexico's economy has slowly stabilised and even posted respectable
growth figures during two terms under the ruling right-wing and business
friendly Partido Acción Nacional (PAN), but the opposition has always maintained
that PAN government policies do not benefit the general population and indeed
hurt the poor. As another presidential election draws closer, attacks have
intensified as the PAN has been unable to provide credible evidence of
adequately addressing some of the pressing social issues. However, fresh
evidence released by the United Nations Development Programme (UNDP) lends some
