The Venezuelan government is caught in a difficult balancing act. On the one hand, Vice-President Delcy Rodríguez argued this week that the number of Venezuelans leaving the country was “a normal migratory flow”, and that the figures were being inflated by detractors to try and justify foreign military intervention. On the other hand, her brother Jorge Rodríguez, the communications minister, maintained that “so many [Venezuelans] are seeking repatriation that President [Nicolás] Maduro has ordered an air bridge to be set up” under the plan ‘Vuelta a la Patria’ (‘Return to the Homeland’).
