Costa Rica’s largest trade union, Asociación Nacional de Empleados Públicos y Privados (Anep), has begun an indefinite strike against the fiscal reform proposed by the centre-left Partido Acción Ciudadana (PAC) government led by President Carlos Alvarado – a major priority given the country’s spiralling fiscal deficit, which closed at 6.2% of GDP in 2017.
