BRAZIL: Preparing for more military policing ops

It now appears clear that the Lula administration has been preparing the ground for greater use of the armed forces in policing roles, beyond what had been envisaged in the doctrine for GLO ('guarantee of law and order') operations. Within little more than a month of deploying army troops in a police role in Rio, the government had done the same in two other states, Minas Gerais and Piauí­. They had also revealed that the army had begun specific training for policing duties, and pushed through the senate a bill making it easier for state governments to call upon the military to assist against threats posed by organised crime.
