This week Haiti’s President Jovenel Moïse replaced two key allies – his chief of staff Wilson Laleau and the general secretary to the presidency Yves Germain Joseph. Both have been implicated in the scandal involving the alleged misuse of some US$2bn in funds from Petrocaribe, Venezuela’s discounted oil initiative, which took place between September 2008 and September 2016 and came to light earlier in the year [WR-18-09].
