* Uruguay’s foreign minister Rodolfo Nin Novoa has declared that the Merín Lagoon basin programme, an initiative backed by the European Union (EU), will become an engine of national development. Nin Novoa made his remarks at the launch of the initiative which seeks to strengthen local government in border areas of the Merín lagoon, a large estuarine lagoon which extends from Brazil’s southern Rio Grande do Sul state into eastern Uruguay. The area spans more than 6m hectares between both countries – most of which is in Uruguayan territory. Nin Novoa said that the area presents significant potential for development and generation of hydroelectric energy, aquiculture, and tourism among other things.
