Panama: Seeking to address an electoral concern

While Panama remains relatively safe compared with its Central American neighbours, security has emerged as the second-biggest voter concern ahead of the May 2019 general election. That the Partido Panameñista (PPA) government President Juan Carlos Varela is taking it seriously was suggested in the decision to make changes at the top of the security ministry at the end of October.
