COLOMBIA: Blemishes surface as demobilisation speeds up
After finally getting his 'justice and peace' bill approved by congress, President Alvaro Uribe delayed its promulgation for a month and a day. This has been interpreted as a ploy to allow as many paramilitary groups as possible to demobilise under its terms before the law is challenged in the courts. The paramilitaries, meanwhile, have been probing the government's willingness to make concessions for the sake of a 'successful' demobilisation.
