PERU: Vizcarra throws down the gauntlet to congress

Peru’s President Martín Vizcarra visited congress without warning on 21 May accompanied by his prime minister Salvador del Solar and justice minister Vicente Zeballos, who had been summoned to appear before the congressional constitutional commission to discuss the government’s political reform proposals. Vizcarra rebuked the commission, dominated by the main opposition Fuerza Popular (FP, Fujimoristas), for its decision last week to archive one of his government’s “flagship projects”, reassigning the authority to remove legislative immunity from prosecution from congress to the supreme court. His comments, and the refusal of Zeballos and Del Solar to address the commission as a form of protest at its action, could spark another showdown between the executive and legislative branches of government.
