US: Southcom lobbies for lifting of Aspa sanctions

US sanctions against countries refusing to sign bilateral immunity agreements (BIAs) are counterproductive: they leave the door open to others - notably China - to step in as a provider of military training and supplier of arms, and they weaken US influence in the region at a time when its democracies face serious threats (one of them being Venezuela's Hugo Chávez ). This is the message taken to the US Congress in March by the chief of the US Southern Command, General Bantz Craddock.
