BRAZIL: Power tussle intensifies

A pact between Brazil’s three branches of government, announced by the Planalto presidential office at the end of May in an attempt to smooth over political tensions [WR-19-21], never materialised. Instead, President Jair Bolsonaro has again locked horns with the federal congress and the supreme court (STF) over legal technicalities, as he considers both institutions to be curtailing his presidential powers. The executive now appears engaged in a game of law-making ping-pong with both the legislative and judicial branches, as bills relating to several secondary policies are being overturned, vetoed, and re-issued on all sides.
