Crisis in Paraguay's penitentiary system exposed

A deadly riot at the San Pedro de Ycuamandyyú prison in Paraguay’s northern San Pedro department has brought into sharp focus the parlous state of country’s prison system. The incident exposed the extent to which criminal organisations exercise control over prisons and their apparent ability to corrupt officials. But it also highlighted other worrying and long-running problems such as overcrowding, poor conditions, and a lack of internal security. All of this has raised serious questions about the authorities’ ability to deal with these threats and impose effective control on the penitentiary system.
