VENEZUELA: Talks in shadow of damning report

Venezuela’s de facto government led by Nicolás Maduro and the political opposition renewed an exploratory dialogue process in Barbados this week. In the face of internal pressure from radical factions of the opposition to eschew negotiation, Juan Guaidó, the interim president, insisted he would not make the mistake of “seeing a single mechanism as the solution”, and would keep up the pressure on the Maduro regime on the streets, and keep alive the possibility of military intervention. Guaidó also argued that the “the world [now] recognises the situation facing our country”. He cited the release on 4 July of a report submitted by the United Nations High Commissioner for Human Rights, Michelle Bachelet, following her recent visit. The report is a devastating critique of egregious misrule and systemic violation of human rights in Venezuela.
