The passing of a no-confidence motion, on 21 December 2018, in the A partnership for National Unity-Alliance for Change (Apnu-AFC) coalition government led by President David Granger should have triggered an election within three months. A combination of legal challenges and political foot dragging ensured that this did not happen. However, a final Caribbean Court of Justice (CCJ) directive issued on 12 July declared that the government must now be considered a caretaker government, and both the government and opposition must cooperate in removing the various barriers to an early election, including the selection of a new chairman for the Guyana Elections Commission (Gecom).
