Budget assumptions appear overly optimistic

On 8 September, Finance Minister Arturo Herrera presented the first budget since President Andrés Manuel López Obrador took office last December. Like the 2019 budget, the 2020 package is fiscally austere, with the government keeping a tight rein on spending, but the underlying economic assumptions underpinning the budget are very optimistic. This makes it likely that revenue will come in below projections, forcing either spending cuts or a larger-than-targeted budget deficit.
