GUATEMALA: Focus shifts to death squads within police

The double scandal of the February killings of three Salvadorean legislators by members of the Guatemalan police and the subsequent killing of the murderers in prison [SSR-07-02] has led to the removal of two high-ranking police officials and a revival of charges about the existence of a death squad within the police force. Congress, however, has blocked an attempt by President Oscar Berger to resuscitate the initiative to establish a UN-led commission of inquiry into 'parallel security groups' within the government structures.
