PERU: Vizcarra reshapes cabinet in post-trauma lull

Peru’s President Martín Vizcarra appointed a new cabinet this week amid a sense of collective shock in the wake of his momentous decision to dissolve congress. Vizcarra had to appoint a new cabinet in accordance with the constitution as a result of what he interpreted as the rejection of a second vote of confidence in his government by congress. But much of Vizcarra’s week was given over to justifying his decision to take the action he did. Opinion polls, meanwhile, revealed overwhelming public support for the dissolution of congress.
