although there are no judicial orders prohibiting the government to start construction, litigation will continue until the proceedings have concluded in a definitive way”. The collective, comprising local organisations, legal firms, and citizens, added that construction still cannot begin as the government lacks required documentations like a cost-benefit analysis and an environmental impact study.
