Ecuador’s prisons crisis: a ticking time bomb

On 16 May 2019 Ecuador’s President Lenín Moreno issued a decree announcing a 30-day state of exception in the country’s prisons which was then renewed on 15 July for an additional 30 days. The measure was imposed following a series of prison riots, murders of inmates, and prison breaks. Despite lifting the decree on 15 August, which was necessary by law, the conditions fuelling the prisons crisis, including overcrowding, corruption, and a bloody gang war, remain in place.
