NORTHERN TRIANGLE: Progress made on Comprehensive Development Plan

Foreign Ministers from Mexico, Honduras, Guatemala, and El Salvador met in September at the United Nations (UN) headquarters in New York City to discuss the implementation of the Comprehensive Development Plan for Central America. The UN Economic Commission for Latin America and the Caribbean (Eclac) was commissioned by these four governments in December 2018 to produce the plan, but it remains unclear exactly how these recommendations will be put into practice. The plan has won strong support from numerous foreign governments and international organisations, but questions have been raised in some quarters, particularly over the issue of migration management that is increasingly dominating the discussion.
