VENEZUELA:Chávez proposes confederation with Cuba

President Hugo Chávez 's seventh visit to Cuba, on 12-16 October, was a carefully staged event with a set of political objectives affecting Cuba domestically and Chávez 's broader geopolitical aims in Latin America. His chosen instrument, linking these two dimensions, is the creation of a "confederation of Bolivarian states", to begin with a Venezuela-Cuba confederation. Within Cuba, he pulled off what amounted to a tactical coup d'etat, using Fidel to hold Raúl Castro at bay.
