BOLIVIA: Morales sends troops into Santa Cruz

In two separate episodes in October the government of President Evo Morales sent a clear signal that it will resort to the army when it considers that internal security is threatened. In the first, it ordered troops to take control of Viru Viru airport in Santa Cruz to nip in the bud what it interpreted as an attempt to supplant the central government. In the second, it made a big show of ordering troops to monitor the distribution of fuels to prevent their diversion at a time of severe scarcity.
