BRAZIL: Laying the ground for arms drive

As a prelude to the comprehensive review of national defence policy ordered by President Lula da Silva [SSR-07-09], military chiefs have been emphasising the parlous state of their services to congress. They have an immediate target in sight: next year's defence budget. Part of their argument, oblique in official pronouncements, more explicit in sympathetic media, is the 'Venezuelan threat'. Comparisons with other neighbours strongly suggest that a race is in the making.
