EL SALVADOR: Human rights in the time of lockdown

President Nayib Bukele’s willingness to dispense with constitutional guarantees to address the coronavirus (Covid-19) pandemic, even before a single case had been registered, had already raised eyebrows [WR-20-11]. While the measures remain hugely popular (a recent survey by Costa Rican pollster Cid-Gallup showed 97% approval of the actions taken), human rights ombudsman (PDDH) José Apolonio Tobar, the Universidad Centroamericana’s human rights institute (Idhuca), and civil-society group Fundación de Estudios para la Aplicación del Derecho (Fespad) are among those warning of the potential cost to human rights.
