ARGENTINA: New get-tough response to crime in Buenos Aires

The authorities of Argentina's largest and most populous province, Buenos Aires, have once again ordered an overhaul of the provincial police force, as well as submitting to the provincial congress new legislation lowering the age of criminal responsibility and sharply curbing the granting of parole and house arrest. This reaction has been triggered by a wave of crimes committed by youths and by parolees — the latter let out because of another critical problem: the overcrowding of the country's jails.
