How the virus threatens the populists

In many ways Covid-19 presents a uniquely powerful challenge to Latin American populist leaders. For a range of structural, social, and economic reasons its impact in the region could be more severe than in other parts of the world. Latin America has congested urban centres and shanty towns where social distancing is difficult. Public health systems are underfunded and do not adequately cover the whole population. Most Latin American countries have large numbers of informal workers, making it hard to fully enforce furlough or lockdown measures.
