“absolutely ready”, and will be sent to congress shortly. A mooted tax reform was a priority for President
Jair Bolsonaro’s government this year, but had yet to be submitted to congress at the time that the coronavirus (Covid-19) pandemic hit the country in March, paralysing plans for economic and fiscal reform. Speaking to
CNN Brasil, Guedes appeared confident that a tax reform will be approved in 2020. Precise details of the reform are yet to be revealed, although Guedes explained that it would be a
“substitution” of current levies, with the aim of expanding the tax base rather than increasing the tax burden. He also spoke of taxing dividends and reducing payroll taxes.
