COLOMBIA: ELN proposes ceasefire after suffering twin blows

The Ejército de Liberación Nacional (ELN) has proposed a 90-day bilateral ceasefire, ostensibly in response to a resolution issued by the United Nations Security Council (UNSC) calling for a halt to armed conflicts globally in the midst of the coronavirus (Covid-19) pandemic. The guerrilla group said it could pave the way for a renewal of peace negotiations. But President Iván Duque gave a dismissive response. Five days earlier the Colombian authorities arrested ELN operatives allegedly involved in the car bomb which claimed the lives of 22 cadets at a Bogotá police academy in January 2019, an attack which torpedoed the peace talks.
