PERU: Congress stirs up a hornet’s nest

Peru’s President Martín Vizcarra signed a supreme decree on 8 July setting the date for presidential and congressional elections for 11 April 2021. This formality is normally performed towards the end of the year before elections are held. Vizcarra’s decision to sign it so far in advance was a direct response to a constitutional reform approved by congress on 5 July ostensibly ending congressional immunity but in practice reinforcing it, while stripping the president and senior magistrates of their prerogatives.
