Introduction

Following the 2016 peace agreement in Colombia, military coca eradication missions were meant to be swapped for development aid and crop substitution programmes. Since the election of President Iván Duque in 2018, however, there have been hints that a return to old ways could be on the cards; we begin this July edition of Latin American Regional Report: Andean Group by exploring how the coronavirus (Covid-19) pandemic seems to have presented the perfect opportunity for rekindling this ‘war on drugs’.
