COLOMBIA: Opening of congress marked by Covid-19 warnings

As President Iván Duque installed a new session of congress on 20 July, much was made of the fact that his opening address was delivered virtually, for the first time in history. The move away from in-person legislative sessions has met been met with considerable resistance in Colombia, perhaps reflecting a reluctance on the part of some to accept that politics, like everything else, has been changed irrevocably by the coronavirus (Covid-19) pandemic. Any hopes that this occasion would herald a return to some modicum of political normality, however, were quickly dashed, as Duque’s vision for the year ahead made it clear that the pandemic will continue to dominate the agenda for the foreseeable future.
