EL SALVADOR: Attorney general’s independence under scrutiny

Amid the ongoing stand-off between President Nayib Bukele and the opposition-controlled legislature over the lack of transparency surrounding government spending [WR-20-32], the position of Attorney General Raúl Melara is attracting growing scrutiny. Complaints by the main opposition Alianza Republicana Nacionalista (Arena) and civil-society groups that Melara is failing to act on cases of current government corruption, his failure to press charges in relation to the military takeover of the legislature earlier this year, and the pursuit of investigations against top officials from previous Arena and Frente Farabundo Martí para la Liberación Nacional (FMLN) administrations are fanning concerns regarding his independence.
