HAITI: Moïse under fresh international pressure to address impunity

The recent return of Haitian former paramilitary leader Emmanuel ‘Toto’ Constant, who was deported from the US, where he fled in 1994, is serving as a new source of international concern regarding impunity in Haiti. The United Nations High Commissioner for Human Rights Michelle Bachelet is among those insisting that Constant “must be held accountable for the horrendous human rights violations committed during 1990s”.
