PERU: Vizcarra survives but not unscathed

In the end, Peru’s President Martín Vizcarra staved off an attempt by congress to impeach him for moral incapacity comfortably enough on 18 September. It had looked increasingly unlikely that deputies would carry out the threat to impeach him when it came to the crunch, particularly after it emerged that the president of congress, Manuel Merino, had reached out to the military top brass ahead of the vote [WR-20-37].
