COLOMBIA: Duque plays a waiting game

For all the problems that the coronavirus (Covid-19) pandemic has caused Colombia – and that it will continue to cause in the coming years – one silver lining for President Iván Duque back in March was that the imposition of a national lockdown brought an abrupt end to the formidable protest movement that had been a thorn in his side since November 2019 [WR-19-47]. As crowds poured onto the streets of towns and cities across the country on 21 October, in numbers not seen since the peak of those protests, it was difficult not to interpret Duque’s failure to take advantage of this six-month grace period as something of a strategic oversight.
