Luis Arce will take office on 8 November after being formally proclaimed president-elect in Bolivia. Arce’s victory was even more emphatic than it initially appeared, as the final count released by the supreme electoral tribunal (TSE) showed him pulling ever further away from his closest rival, Carlos Mesa, and finishing with not far short of twice as many votes.
