MEXICO-US: Consulate-linked Juárez killings puzzle sleuths

The 13 March killing of three people connected to the US consulate in Ciudad Juárez, two of them US nationals, has puzzled investigators on both sides of the border. They are trying to figure out if the attacks deliberately targeted consulate-linked persons, if one of the killings was a case of mistaken identity, or if the episode was directly connected with the inter-cartel war.
