PERU: Congress makes populist gestures on key issues
Peru’s discredited deputies are making a bid to restore the image of their political parties ahead of congressional elections which will be held concurrently with the presidential contest on 11 April next year. In the last week alone congress approved an amendment to the constitution that would eliminate congressional immunity from prosecution, a major source of public disaffection; various political parties tabled a proposal for a referendum to be held on the same day as the elections to ask voters whether to convene a constituent assembly to draft a new constitution; and other deputies even presented a proposal to elucidate the contentious article in the constitution allowing congress to impeach a president for moral incapacity. The frenzy of activity has sparked concerns that changes of great importance are being improvised by deputies motivated by populist intentions.
