BRAZIL | Budget advances. Brazil’s federal congress approved the draft law for the budgetary guidelines (LDO) on 16 December, a necessary step to then approving the draft budget (LOA) for next year. Congress usually votes on the LDO before the July recess, but it failed to do so this year amid constraints linked to the coronavirus (Covid-19) pandemic, with politicking then causing further delays in recent months [WR-20-44].
