Change of tack on police. The government of President Felipe Calderón appears to have shelved its plans to create a single national police force with a presence at all levels — federal, state and municipal. At the Diálogo por la Seguridad forum convened by Calderón in August, the proposal he put to the state governors was the 'complete reconstruction, starting from zero' of the state police forces and prosecution services. The federal government's blueprint includes eliminating the municipal forces, which are seen as the most vulnerable to corruption by the drug cartels.
