In brief: Brazil formalises application to WTO’s GPA

* Brazil’s economy and foreign ministries have issued a joint statement in which they announce that the country has presented its initial market access offer to the members of the Government Procurement Agreement (GPA) in the World Trade Organization (WTO), thus formalising its application process to the GPA. Brazil first submitted its application to the GPA – a plurilateral WTO agreement which aims to open up government procurement markets to foreign competition in a reciprocal manner – in May 2020. Brazil’s initial offer lists the goods, services, and public works markets which will be available to foreign bidders in public tenders. According to the ministerial statement, Brazil’s adherence to the GPA will help reduce public spending, improve the quality of government goods and services, stimulate foreign investment to the country, and help it meet requirements for its accession bid to the Organisation for Economic Co-operation and Development (OECD), notably on transparency and competition.
