BRAZIL | 'Biggest naval deterrent'. On 21 November the newspaper O Estado de São Paulo published the schedule for the execution of the navy's Programa de Desenvolvimento de Submarinos (Prosub, 'Submarine Development Programme'), which is already under way. The first of the four Scorpí¨ne submarines bought from France in 2008 will be delivered in 2016. Another three will be built at the Itaguaí­ shipyard by 2021. The first nuclear-powered submarine is to be ready between December 2021 and January 2022.   Prosub is part of the broader naval equipment and organisation plan, Plano de Articulação e Equipamento da Marinha (Paemb), scheduled for completion in 2047 and described as giving Brazil the biggest naval deterrent force in the region.
