MEXICO: Mass flight from besieged border city

In mid-November the governor of Tamaulipas, Eugenio Hernández, who only days earlier had been arguing that his jurisdiction was far from being a failed state,   announced that the municipal and state police had been overwhelmed by the firepower of the cartels, and that a greater federal presence was needed in Ciudad Mier, Miguel Alemán, Guerrero, Camargo and Dí­az Ordaz.
